Unfortunately you can not make video calls from Whatsapp on your PC. Though you can access Whatsapp on your PC for text chat via Whatsapp web URL, but still you will not get an option for video or even audio calling there. May be in near future. Whatsapp will introduce this feature. Just wait till then.
But you can install Android emulators like “YouWave”, “BlueStacks” etc and run whatsapp in the emulator and make video calls. Make sure to allow the emulator to use your laptop’s webcam and mic.
WhatsApp Web allows the users to operate WhatsApp through their computers and laptops. As of now, the web version of WhatsApp only caters to messaging.
